What is a Zoning Clearance?

The Planning Department reviews all improvements to ensure compliance with the Westlake Village Zoning Code prior to the issuance of a building permit.

Do I need a Zoning Clearance?

Any improvements that require a building permit require approval of a Zoning Clearance before the building permit can be issued. A Zoning Clearance must also be approved for certain work requiring mechanical, electrical, or plumbing permit.

How do I obtain a Zoning Clearance?

  1. Prepare plans or drawings of work to be completed. For new roofs, exterior colors, or exterior finishes, provide manufacturer specification sheets or provide the brand and color/material name and/or catalog number.
  2. For residential projects, obtain approval from your homeowners association.
  3. Use the online application form to upload your plans and proof of homeowner association approval (residential projects only), or email your documents to planning@wlv.org.
  4. Pay the application fee by mailing a check for $50 made payable to "City of Westlake Village" to Planning Department, 31200 Oak Crest Drive, Westlake Village, CA 91361. In the memo field on the check, write "Zoning Clearance" and the property address.

Please note that Zoning Clearance approval may take up to 10 business days once all required materials and payment have been submitted. Incomplete applications will result in longer processing times.


Any demolition of existing structures or portions there of, and new development that may generate solid waste is required to fill out Construction and Demolition Form 1 prior to commencing the project, and Form 2 within 45 days of project completion.
